Detailed review

The Clear Balance Card does one thing and does it well: it buys you time. Transfer a balance in the first four months and you pay no interest on it for 21 months. On a $5,000 balance at a 24% APR, that can save more than $1,500 compared with paying it off on your current card.

Harbor also skips the fees that make debt worse. There are no late fees and no penalty APR, so one missed payment will not erase your intro rate.
